Because The RD-1 is a Digital rangefinder, like the Leica M8, its in a different marketing category than consumer Compact Digicams, Marketed at those who want a high end camera than should last for decades rather than years with an all metal body and precision made parts.
Also the Digital rangefinder market is pretty small, with only those two models, the the only competitor is branded as a luxury item, and the concept of a rangefinder itself (film or digital) only appealing to a tiny segment of the photographic market, those who want a significantly smaller and silent camera (in comparison to a SLR), and with film, ones that are totally mechanical that do not need batteries to work.
All these features make digital rangefinders a niche market, hence their high prices.
